Weight Records

A record should be kept at the scale when the car is weighed, showing the gross, tare (whether actual or stenciled), and net weights, the date and time of weighing, and weather conditions, also whether the car was weighed at rest or in motion, coupled or uncoupled, and whether or not any debris was on or in the car, and if so, the amount. 

The record of weighing should be recorded on the carrier's way-bill or card-bill, together with the name of point where weight was obtained; and the record as shown should be transmitted to connecting lines if no through billing arrangements are in effect, and also to the consignee on destination freight bill. If weights are obtained under weight agreements, then the records should so indicate.

Here is a copy of a Northern Pacific Weight Ticket.  

Gross Weight. The weight of a car or container and its contents.

Tare Weight. The weight of a car or container empty.
 
Net Weight. The weight of the contents of a car or container.

 The railroad scale operator would insert the ticket into the scale mechanism that prints the gross weight on the slip. The scale operator then fills out the remainder of the ticket (Car initials and number, light weight of the car (the TARE stenciled on the car side), and subtracts the light weight from the gross to obtain the cargo weight. The slip is then pasted onto the waybill.

The WWSL

The WWSL has scales located at Coal Grove Wash. Its primary purpose is to weigh coal, sand and gravel cars. 

Other cars needing weighing will be interchanged and weighed by the Northern Pacific, Milwaukee Road or the Union Pacific on their scales.

 The Weight Ticket would be sized and printed on business card sized paper. There would be no other administrative action required.
 
My plan is to use the scale ticket as a visual cue for the scale operations. The scale operator would:
  1. Stage the cars for weighing
  2. Run the cars thru the scale
  3. Insert blank weight tickets into car card pocket.
